In the 21st century, globalization becomes a non-reverse trend for worldeconomic growth. The competence and the co-operation are our era subject. Focusingon the key competitive capabilities of an enterprise, the theory of core competenceshows the essence of sustainable enterprise competitive advantages. So, it hasreceived increasing attention by the academic field and the scholars.Since the reform and opening-up of our country, small and medium-sizedenterprises make considerable development, become the main strength of promotingour country's economy. But with the reform and opening-up going deeply and ourcountry entering WTO, small and medium-sized enterprises are faced with greatincreasingly competitive environment and pressure, how to undertake challenge andseize opportunities for the continual fast and health development are severe tasks inface of small and medium-sized enterprises. The study on the theory of corecompetence provides us a explicit and feasible measure for strengthening small andmedium-sized enterprises' own qualities, building up themselves' the wholecompetitive strength and obtaining the long-term competitive advantages in severemarket competition. So, the study of the small and medium-sized enterprises' corecompetence is stared us in the face. The research about the small and medium-sizedenterprises' core competence, stand to reason, is also more important.By academic analysis and practice investigation, this paper emphasizes the indexdesign and the mathematic model about the evaluation of the small & medium-sizedenterprises' core competence. The paper systemically expounds the studying-statusquo of corporations' core competence theory and its evaluation theory from various ofaspects. The paper analyzes the important significance that the core competencetheory is studied on small &medium-sized enterprises. The author constructs a seriesof evaluating indexes of small & medium-sized enterprises' core competence basingon Chinese enterprises' own characteristics. The evaluation system has principallymade some effective achievements in measuring the small & medium-sizedenterprises' core competence from six aspects such as management and organizationability, market-holding ability, technique innovation ability, information conformityability, marketing ability and enterprises culture building. The evaluating indexessystem embodies comprehensive, systematic, scientific principles and can bemanipulated conveniently. The author describes the method of using the evaluationsystem and establishes a fuzzy comprehensive appraisement model. Base on theresearch above, the author verifies the rationality and the dependability of theevaluation system through a case analysis.
