| Nowadays the fixed asset investment management (FAIM hereafter in this paper) of mobile operators is confined to the function of the plan or financial department. The technical analysis of investment is emphasized. But due to the peculiarity of the FAIM in the communication industry and its positioning in the mobile communication corporations, just a department's jobs and precise analysis aren't enough. The influences of outer circumstances, the cooperation of all the other departments and the internal control system of fixed asset investment should be considered into FAIM. In addition, the FAIM should have an orientation to balance meeting the market demands and realizing benefit in order to help the corporation achieve high performances. And the KPI derived from the corporation strategy is built on the base of the corporation mission,exterior influences and internal operations. So it can be a gist and a goal to control the fixed asset investment.Base on the background above-mentioned, the following aspects aiming at forming a method of FAIM with the KPI orientation have been mainly studied in this paper:1, A logical model of the internal management with the KPI orientation of mobile operators is built. It has 3 levels and displays the relation between corporation operations and performances. The model also provides a method on how to link all the management functions to the KPI.2, A submodel about FAIM with the KPI orientation is derived from the logical model above, which quantitates the connection between the FAIM and the KPI. It helped ascertain the factors in the FAIM that influenced the KPI through the regression and the sensibility analysis, so as to find out the problem timely and adopt corresponding measures to solve it.3, Actual data is input to demonstrate the application and the validity of the submodel. Meanwhile, several suggestions are put forward to improve the FAIM and the performance management. |
