A Study On Non-Public Investment Whole Process Cost Management

Based on the Whole Processes cost management of non-public investment projects, this dissertation analyses the status quo and the flaws in the management of the non-public investment projects in current China. In addition, comparing with the every sections of the cost management including the section of primary decision, project design and construction during a whole construction project, the dissertation portrays both the theories of cost control and the effective methodology in each section. Therefore, the content includes the following sections: firstly, the introduction of the situation of construction projects cost control in China—it emphasizes the cost management primarily on the construction practices, but not on the phases of project decising, project design, construction bid and some others—and the demonstration of the necessity and exigence to implement the overall cost management in the construction field in China; secondly, the concrete discription of theories and methods of cost control in the phases of project decising, project design, and the construction practice; thirdly, the discussion of how to constitute the service system of construction consulting during the whole project duration; finally, the innovative assessment on the design of a project using value engineering..Moreover, this dissertation stresses on the analysis of the functions which the specialist system and the construction project consulting interprises make,the feature of the cost management ways and means,especially in the developed contries or regions. Then, it proposes some other suffiecent ways of whole project process cost control to reinforece the co-operation between the project ower and the consulting companies.Attributed to reasoning through the methodologies of statistics, economics, mathematics, combining with the methodologies of comparison and generalization, both the qualitive anaylsis based on the theories and practices, and the quantitive anaylsis based on value engineering in the content make the dissertation more meaningful in the projects practices.
