Study On Investment Control Of Engineering Construction Project In Telecom Coporations

On the base of the actual construction project, this paper studies on investment control of construction project by using the theory and method of Whole Life Costing and Cost-Significant, combining earned value method and other engineering control method.The theory of "Whole Life Costing, WLC" was put forward by scholar and practitioner on construction cost field of Britain and America in the 1970's and early 1980's. It is a concept which to realize the target of minimum whole cost in the whole life cycle of the construction project including project strategy, construction design, construction operation maintenance."Significant Theory" shows the wealth distribution,s not evenly, the theory was first developed by the Italian economist and sociologist Vilfredo Pareto, who observed that 80 percent of income in Italy went to 20 percent of the population. It was found that this theory also applied to engineering construction project investment including project investment Analytics and cost estimation as "Cost-Significant, CS" theory.This paper analysis the theory and status on investment control of engineering construction project in oversea, domestic and my own experience, find out the existing problem on investment control of construction project in China Telecom. Based on the actual example,studies on the theory of WLC, CS, and Earned Value method, further state the investment control from the strategy phase, design phase and construction phase. It illustrates the scientific and effective in realization investment control of engineering construction project by using WLC, CS, and Earned Value method. In the meantime, put forward some suggestions on the investment control of engineering construction project in Telecom Corporations.
