The Research On Agent Construction System Management Mode Of Government Investment Project

Starting with the system reform of government investment, the thesis studied around agent construction system. First, it analyses domestic and international government investment project management pattern and the present research situation of agent construction system, puts forward the existent problem in research and practice of agent construction system. On the foundation,according to the present different mode of"agent construction system"in our country, the thesis puts forward the concept of narrow agent construction system, namely, for non-profit government investment project, through the way of bidding to select special socialization project management company to be responsible for organizing construction, control project investment,quality and project time strictly, then turn over to the user after completed to check. At the same time , narrow agent construction system is determined as the research object of this paper. The economic theory is applied to explain agent construction system, includes: government and market division of labor theory, principal-agency theory, specialization theory, efficiency theory. It helps us to understand the necessaries and reasonability of agent construction system. It guides to perfect agent construction system continuously. Also, the thesis analyzes the contracted nature of agent construction system; analyzes the applicability of agent construction system except in non-profit government investment projects; explains agent construction system have no contradiction with legal person taking responsibility,construction supervision system,public bidding system. Besides, this paper developed the research of the course of implementing agent construction system , includes: cultivating agent construction company market, contract management, establishing the supervisor system .On the problem of cultivating agent construction company market ,mainly go on thorough research in supervisor enterprise developing to project management company and leading into competitive mechanism in agent construction company market according to the needs of economic market growth and " X-low efficiency theory ", popularize to adopt public bidding to option agent construction company, in order to establish a well development market.
