Research On Agent Construction System Management Mode Of Chinese Gobernment Investment Project

With the constant deepening of the investment system reform in our country, the shortcoming of our traditional management mode of "Investment, Construction, Management, Use" four in one government investment project system reveals gradually, so looking for a kind of government investment project management mode which is suitable for the national conditions of our country becomes task of top priority. In this case, the State Council accredited the file of "Decision About the System Reform of Investment" on July16,2004, pointing out clearly that "accelerates pursuing the’agent construction system’to the non-profit government’s investment project, i.e., through calling for bid etc., choosing the specialized project management unit to be responsible for constructing and implementing, controlling project investment, quality and time limit strictly, transferring the applying unit after the final acceptance of construction." The agent construction system has improved the management level of the project greatly and the investment efficiency of the government through specialized management, also help the government to change the function further. But the agent construction system still lacks the clear theoretical direction and clear legislative authority in domestic as a kind of new project management mode, a lot of problem still exist, so it is significant to further investigate the agent construction system.This dissertation put forward the necessity and possibility of implementing the agent construction system, by analyzing the foundation of historical evolution, current situation and existing problem of the investment project of our government. Have used the experience of the management modes of the developed country and regional government’s investment project for reference, and carry on in-depth analysis to theoretical foundation and pilot practice of the agent construction system, sum up the agent construction system management modes of several kinds main investment project of our government-public institution type and enter type agent construction system, carry on pros and cons analyze respectively to the several modes, coming to a conclusion that we should develop enterprise type agent construction system. By analyzing the case of enterprise type agent construction system in construction project, explained the validity of agent construction system further. At last, put forward policy to improve the agent construction system and ensure the measure finally to the problem existing in the agent construction system of the investment project at present.
