The Reform of rural credit cooperatives, which is non-bank financial institution reform after national chartered banks' reform, is the largest reform in the finance and has extended to the scope of 29 provinces, municipals and autonomous regions in China since reform experiment started in 2003. Of course, the effect is very remarkable. The survey suggested that the balance of deposit is 3257. 3 billion RMB; The balance on loan is 2235.4 billion RMB; Capital adequacy ratio has increased to 8. 03%; The ratio of non-performing loan is 14. 8%, which registered 8. 3 per cent decrease over that of the beginning of 2002 and 22. 1 percent decrease over that of the end of 2002, in rural credit cooperatives all over the country.However, due to the history reason, rural credit cooperatives in the process of reform met a lot of resistances and difficulties.
