To resolve the farmer problem by the root, from farsighted seeing, is to reduce the quantity of farmers through which transfer the village surplus labor force from the agriculture to non-farm production industry, because traditional agricultural product is restricted by the land, thus the value of the farmers' products is physically fixed, if the farmers reduce the half, the income of per farmer will be doubled, while the transferring farmers can create a new society worth by together effect. If the whole society follows the principle that the benefits are divide equally, the income of the farmer is doubled, the living level of citizens will also be improved, the income of the farmers increased at the same time, the purchasing power of the farmers will increase, which is benefit for changing the buyer market appearing too early in our country and thus promote the healthy fast development of the socialism market economy.There are two main ways to transfer the village labor force currently in our country. The one is called a transfer of the agriculture inner part, which the labor force transfer partly first from plant industry to the wood, herding, handicraft, fishery, partly from agriculture to town enterprise, industry and servicing business…etc. It is set up the idea of the big agriculture on a foothold of the rural area and agriculture to create the condition in the village actively, so as to absorb the village surplus labor force right on the spot as a primary transfer of the village surplus labor force.
