Special Safeguard Measures And The Countermeasures Of China's T&C Enterprises

On 1st Jau,2005,The quota was cancelled, which made the international T&C trade leave the "quota times" and step into the new period of genuine free-trade and fair competition .But this liberalization doesn't equal to the fact that the T&C trade is completely free. As a matter of fact, the abolition of quota brings tremendous market opportunities as well as huge challenges to China's T&C enterprises. Especially the special safeguard measures resulting from the relative commitment on accession to WTO,is adopted by many WTO members to restrict the exports of China's T&C product for the purpose of protecting their domestic relative industry.With the development of economic globalization integration and the expansion of WTO members, the special safeguard measures will become the focus of international trade by commonly being applied in various economic areas as Anti-dumping,Counter-vailing etc did. So it's significant for the development of China's T&C industries to study the special safeguard measures and analyses its effect and tendency.The paper begins with the study of special safeguard measures, including the regulations source, concept and the theories. Then, it analyzes the tendency, reasons as well as its effect to China's T&C industries in way of empirical analysis. Finally, countermeasures and proposal are given out.
