The multi-attribute decision making (MADM) is an important component of modern decision making science, whose theory and methods have extensive applications in many fields, e.g. engineering design, economy, management and military affairs. As an important method in MADM, the ELECTRE method has also played an extensive and successful role in agriculture, energy, environment, finance, project management, and other fields.The ELECTRE method is a relation model based on outranking relation, which is the key of this method. Moreover, almost all relation models have relationship with the outranking relation in the ELECTRE method more or less. In different ELECTRE methods the outranking relations are frequently constructed and proposed to some specific problems; therefore they have different forms. These forms are too specific to be widely applied. Furthermore, the various outranking relations force the decision makers to make a choice of the method before they solve the problem, which makes the decision making problem more complicated. So, in this paper an ranking oriented integrative valued outranking relation is proposed based on the traditional ELECTRE-I, ELECTRE-Iv, ELECTRE-II and ELECTRE-III methods. It basically includes all information of outranking relations in the traditional ELECTRE methods mentioned above, but it is more flexible and easier to control.
