Inner Mongolia Rural Credit Cooperatives(RCCs) have experienced 50 years development since it's established. They have played an important role in the development of rural economy. However, being subject to many factors , such as regional economy , the system of administration , the property rights and so on , their development have remained in a lower level. In this paper believes that our government can improve the circumstance in which the RCCs can achieve healthy and quick development. To reach this goal we should seize the coming opportunity , to adopt comprehensive treatment , reconstruct corp governance scheme of RCCs , set up a national uniform vertical organization system , hence , to improve their competition capability, serving for agriculture, rural area and peasant.Theoretically and empirically , this paper analyses the development course of Inner Mongolia RCCs, including questions and the countermeasure. This paper consists of 5 parts. In part 1 we raise the issue, in this part we introduce the current situation about the RCCs . In part 2 we summarize the cooperative financial system , including principle, position and function . In part 3 we review the development course of RCCs of Inner Mongolia,analyses the problems in current development stage from the aspects of regional economy , the evolvement of cooperative finance system and the property rights system. In part 4 Introduce the framework of the new round of RCCs reform, conceive the new reform blueprint of Inner Mongolia RCCs . In the final part we put forward our policy suggestion for the development of Inner Mongolia RCCs problem was analysis from the regional economic strength, the change of cooperative finance system, property right system aspects.
