Rural Economic Development And Preliminary Exploration On Policy Choice

Since our country's reform and opening up, great changes have taken place in rural economy in SanMing city. As a result of complicated reasons, the solution to the issues concerning agriculture, countryside and farmers has not reached an ideal degree. Problems concerning agriculture, countryside and farmers are still the major and critical ones. They have become the key factors, which impact our city's modernization in the future. These problems have been the most important issues to the whole task. They are the hardest task in the course of carrying out the scientific views of development and completely constructing a well-off society. There is no agricultural modernization without a well-off life in whole city. And there is no whole city modernization without the agricultural modernization. Developing rural economic is the key point to basically solve the issues concerning agriculture, countryside and farmers. Our party has put forward a concept in the 3rd plenum of the sixteenth central committee of the communist party of china:"persisting in people oriented, building up all-around, harmonious and sustainable views of development, accelerating economic society and the overall development of people". It lies some important connotations like making overall plans for the town and city development. These connotations are the theoretical guidance of the rural economic development.In order to solve the various contradictions and problems in the development of the agriculture and rural areas in a new stage, we shouldn't consider agriculture and country as they stand. We must follow up the spirit of the Sixteenth National People's Congress and the 3rd Plenum of the Sixteenth Central Committee of the Communist Party of China, securely foster and carry out scientific views of development. With the guidance of industry nourishing agriculture, city supporting country, we should faithfully follow up the principle of making overall plans for the city and country economic society, set up an interactive and harmonious system between the urban and rural areas. In accordance with the emphasis of optimizing agriculture structure, the magisterial line of propelling the upgrade of the rural economic structure, the direction of the agricultural industrialization and the rural areas'urbanization, we must innovate the thinking of agriculture development, promote a sustainable, healthy, fast and harmonious development of the rural economy, construct a socialist harmonious society with determination and energy. In this article, taking the case of SanMing, I state the major contradictions and problems facing the current rural economic development, analyze the causes of the slow development of the rural economy. Encircling the magisterial line of making overall plans for the city and country's development, combining the measures taken to develop SanMing's rural economic with the good effect and experience achieved already, I try to explore the ways of developing the rural economy from the macro-policy adjustment, agriculture and rural economic structure adjustment, ways and means of service improvement and rural working mechanism innovation.
