Study On The Countermeasures Of Rural Economic Development In Heilonggang Area Of Hebei Province

The"san nong"questions are the important and difficult goals of building a well-off society. Rural economic development relates to the improvement of China's dual economic structure and sustainable development of the entire national economy. Since the reform and opening up, China's rural economic development has made great achievements. But there are still have the issues which urgent need to solve: uneven development of urban and rural areas, the low productivity level of rural, the low living standards of farmers, rural social undertakings lags behind, the problems of education culture and health conditions and so on. More and more severe dual economic situations are serious obstacles to constraints the further development of economic social.Heilonggang area is the region where the Ziya River of Beijing flow over, located in the southeast of Hebei Province, including the Cangzhou, Hengshui and Xingtai, Handan, a total of 40 counties (cities). Heilonggang area is low plain areas in Hebei Province which Low-lying salinity, drought and flood disasters heavier, lacking of mineral resources, industrial base relatively weak, low level of urbanization, economic underdevelopment,. Solve the problem Heilonggang, from the beginning of 60's of last century, the successive provincial government gives great importance to the Heilonggang problem. Especially, with the strategy implementation of constructing the coastal province on Hebei province, Heilonggang problems are elevated to a strategic importance-that is: the development of backward regions such as Heilonggang area, determines whether the strategic objectives of building economic and social development Province to achieve timely, directly affect the pace forward to the well-off society. Accurate assessment the level of rural economic development of Heilonggang area have a positive significance for concerning departments learning the situation of the province and the people, adjusting economic policies properly and macro-decision making.This paper firstly reviews the home and abroad theory study on the rural economy development, starting from the current situation of Hebei Heilonggang area, use C-D production function approach, use double logarithmic linear model to analyze the overall development and the three major industries development of Heilonggang area. Based on understanding the rural economic development status of Hebei Heilonggang area, by means of constructing a measuring index system of rural economic development level, using factor analysis combined with principal component analysis method to empirical analyze the rural economic development of Heilonggang area. Based on the analysis results, proposed the rural economic development of Heilonggang area should carry out from the following aspects: Strengthen the construction of the water saving project,emphasis governance river water pollution; perfect the weather communication system,strengthen disasters adaptability; accelerate the progress of agricultural technology, improve the level of industrialization; increase agricultural investment, improve the rural financial environment; promote Heilonggang by coastal development, promote urban and rural coordinated and regional development; improve the rural infrastructure, adjust the rural industrial structure.
