From GATT to WTO the overall level of tariffs dropped sharply through the joint efforts of all countries. The effects of tariff policy as a means of government intervening foreign trade are becoming weaker and the entire international trade has been showing a trend of trade liberalization. However, in the process world trade development, trade liberalization and trade protectionism always coexist. In order to protect the domestic markets developed countries turned to non-tariff barriers to limit imports. Meanwhile, as the development of world economy and the rise of global environmental protection tide people's awareness of environmental protection has enhanced gradually. Sustainable Development has become a consensus of the international community. Rational use of environmental resources , controlling and reducing environmental pollution has become one of the main issues to all the countries when they consider economic development. So many of them enacted a number of laws and regulations related to environment and trade, hoping to improve the ecological environment and even intervene trade by the government. In this context, as a new form of trade restriction measures -- the'Green Trade Barriers'(GTBs) came into being. In the name of protecting limited resources, ecological environment and human health it can achieve the objective of restricting imports by formulating demanding environmental standards. Relying on their advanced technology developed countries established extremely strict environmental standards to refuse the products from developing countries. As a developing country China's agricultural products exports frequently have encountered GTBs these years. Our agricultural trade is facing great challenges and risks. Therefore'How China's agricultural products exports overcome Green Trade Barriers'is becoming a practical and urgent task. It is exactly the purpose of this study.
