The Countermeasure Research On Enhancing International Competence Of State-owned Enterprises

The International Competence is a generally researched ideal. Although the definition of it have many ideas, many enterprises have been improving their international competence. Every enterprise of the first 500th enterprises has very high international competence.Accompanying the deepening of the innovation, the national economy has much closer contact with the world economy. Especially after China joining the WTO, the contact must blast the home enterprises especial the state-owned enterprise. At the era of the joint of global economy, the state-owned enterprises of China must absorb the new factors of the innovation of world economy and divert the key of management strategy , fostering the international competence of enterprises.Applying the research methods supported by compared management science, this paper aims to research the international competence difference between the national enterprises and the international standard and overseas enterprises. The paper also aims to research the cause of the difference and the countermeasures. On the one hand, in theory, the paper is to resolve the cause of low international competence level of Chinese state-owned enterprises; on the other hand, in practice, the paper is to give a rationally considering method and way used for reference for Chinese state-owned enterprises preparing to enhance international competence.According to the research methods supported by compared management science and following developing law of object and effect among different factors in object, this paper researches the international competence difference between Chinese state-owned enterprises and international standard and analyzes the causes and gives the countermeasures. The paper has some conclusion, as following:1.the paper sets up a complete set of index system appraising the enterprise's international competence; redeems the shortage in the aspect of international competence theory;makes valuable explore in measuring the international competence.2.the paper first synthesizes several ways of appraising international competence, implanting the ways to appraise the international competence of state-owned enterprises,starting the ways of using the management implant to appraise the international competence of state-owned enterprises.3.the paper analyzes the content of enterprise's international competence from different aspects, richening the theory of international competence.4.the paper analyzes the cause of the low level international competence of state-owned enterprises from new aspects and firstly addresses that the ability of applying capital is an important factor to international competence.5.the paper elaborates how to enhance the international competence of state-owned enterprises from strategic aspect; blends enhancing international competence and enterprise's strategy, giving a new way of making strategy.In fact, enhancing international competence in China is using the theory of compared management science. From comparing Chinese state-owned enterprises and international standard, uses corresponding countermeasure.The paper makes the index system of appraising state-owned enterprises international competence from production ability, R&D ability and applying capital ability. Next, the paper analyzes the cause of low level international competence of state-owned enterprises from above three aspects and the aspect of management level of organize and organization degree.From the results of compare, we can find that although the international competence of Chinese state-owned enterprises has apparent improvement in the recent decades, it has apparent different to the international large enterprises. The different is especially apparent in R&D charge / sale income, labor product rate, debt rate and profit rate. The cause not only have the aspect of frame but also technology, knowledge and management. Especially in the aspects of R&D and applying capital, technological innovation ability is very short , which makes the level of state-owned enterprise's international competence low.According to the analyzing results of index system and the condition of China, the paper putting forward that we should think countermeasure from macrocosm and microcosm. At macrocosm , the paper gives two countermeasures: changing governmental authority and unifying home market. At microcosm, the paper gives five countermeasures: reinforcing technological innovation, increasing productive ability, raising enterprise's management, enhancing the ability of applying capital and enhancing organization degree.Facing the background of joining WTO, the Chinese state-owned enterprises will be eliminated if they don't enhancing international competence. The paper accords to the actual situation of Chinese state-owned enterprises, researching the countermeasures of enhancing international competence in the circumstance of knowledge economy, The paper has certain inspiring use to the Chinese state-owned enterprises in every lines.
