The Engineering Project Authorized Management (EPAM) is a brand new and efficient mode, separating investment, construction, management, and use.The government investment project has the characteristic such as construction scale big, the investment multiplication, the construction cycle long, the element of certainty many, the socialinfluence and the environmental effect profound and so on the characteristic, so it has more stress management program and method than the normal project. To the uncertain aspect of the government investment projects, the person who access to it will be failure if not control it correctly, especially along with the injection of the EPAM, so it will be an important problem which related to the achievement of the government investment project and whether can show the excellent aspects of the EPAM.This paper mainly use the modern project risk management method and analyzing the affection of the government investment project to use EPAM. According to the BP to make adjustment to the network weights for training , construct building 3-tier feed-forward neural network model. Through the system training and input data to achieve a risk estimation coefficient as the output accordance of chosen, provide a new idea to the government investment project. At last this paper refer a control and protect method of the government investment implementation EPAM risk.
