Research On Risk Management Of Government Investment Project Under Agent-Construction System Mode

The Engineering Project Authorized Management (EPAM) as one of advanced infrastructure project management pattern, its production is our country government carries on the reform to the investment system the product. The project invested by government has the characteristics such as large scale's construction, multiplicated investment, long time's construction, many element of uncertain, profound effect of social and environmental influence and so on, and in the process of acting, the random disturbance factor always appears. Therefore, the project construction has many kinds of complex risks, simultaneously, the investor of government investment project is the country, if the engineering construction has failed, the risk is undertaken by the country, so it's very necessary to manage risk of the project invested by government under EPAM.This article unifies the organic implementation situation of the Engineering Project Authorized Management of Project invested by Government, according to the difference between Engineering Project Authorized Management pattern and American traditional project management pattern. From the perspective of the feature of project implementation, this article studies the risk analysis and the assessment. The introduces the concept of agency construction specializing management mode and the concept of risk management, and then according to risk distinction, risk analysis and evaluation, the risk management's logical system, generalize the risk factor that employer and agent will face during the implementation of project. This article applies to the method of risk distinction and puts to use possible analysis about happened risk factor and the consequence of risk factor. The text then uses the levels analysis and carries out analysis, evaluation, sort about risk management. Following this text establish the target system of risk analysis and evaluation which derives from the risk factors of all the subjects. Using Fuzzy Comprehensive Evaluation method analyses all the risk of Agency Construction Specializing Management Mode project. This method leads to referential effect about the employer and agent's risk management in the agency construction specializing management mode. Besides this article uses this method in the really construction to draw a conclusion that the method is scientific and the conclusion is accurate and hope the method and theory can provide some suggestions and References to the project which use Agency Construction Specializing Management Mode in our country's construction.
