Study On The Management Assessment And Evaluation Of Key Fundamental State-Owned Enterprises

As the economic globalization is all the rage, along with the speed development of the economy and society, it is one of the strategies the central government puts forward that how to raise the comprehensive strength of key enterprises to meet the requirement of the new situation in new century and to play the leading and pillar role in national economy, in which how to set up a performance assessment and evaluation system that can reflects the scientific concept of development and correct achievement view is a very practical and important work currently.This paper is based on the analyses the situation of the stated-owned key enterprises, fully locate the inner situations and uses the government, society, market and people's characters, the study target is defined. Firstly, based on the economic and society's personal reform and present status of performance assessment and evaluation of enterprise management, finding the main issues, make the target clear. Secondly, present status of performance assessment and evaluation of enterprise management at home and abroad is summed up, and traditional and new theory, method and model of performance assessment and evaluation system of enterprise management is introduced. Thirdly, based on the evaluation of stated-owned key enterprises management by balance score method, AHP method and fuzzy comprehensive judgment, the assessment system and evaluation process are established. Fourthly, indicators of performance evaluation of stated-owned key enterprises management are set on by balance score theory, the weighting of indicators were defined by AHP theory, and the standards of evaluation is established. Finally a case study of Petrochina is described.
