From the view of agriculture, the organizational form has been changed from the brigade based collective form to the household based form, the agricultural production has broken through the old framework based upon the grain production, the structure of agricultural production has been changed to diversity, regionalism, characteristics and specialty, the primary objective of agricultural production has been transformed from hungry problem solving to income increasing, from quantity based production to quality and benefit based production. From the view of rural society, the market system established gradually, the ownership like status of farmer in the market has been formed. At the same time, the farmer' cooperative economic organization and the dragon liked enterprises of agricultural industrialized have been developed greatly, and the development of rural society has been more dependent on the urban and state economy, the rural society not only need to refurbish the economy, but also to accelerate the public related causes. From the view of farmer, with the establishment of socialism market economic system and the joint of urban economy and rural, farmer' conventional ideology and awareness has been replaced by the competitive and market oriented ideology and awareness.Agro-technology extension system serves the agricultural production, the development of rural economy and the increase of farmer income. To organize the agri-technology extension system have to design its function and structure according to the agricultural production, the development of rural economy and the increase of farmer income. The running system of extension centers, the content of popularization, the approach and method for extension and its target must adopt the transition of agri-production and rural agri-development. But from the view of facts by now in Gansu, either the organizational structure, managerial system, or the technical staff, the disposition and competence of professionals cannot be fit for this change. In addition, the reform of grassroots governmental institutions and the reform of tax-for-fee have produced a certain negative influence on it. Therefore we must learn some experience from the global success, and to proceed and forward the systematic innovation and reform in extension service system in Gansu. At the first place, we have to clarify the concept and idea of extension service in Gansu, and carry out the reform of extension service system in Gansu. The extension center at all level must know the does and the don'ts, fully play its role in the public related affairs and retreat from the all kinds of business related services. Besides, the governments will provide the research institutes, universities, farmer' cooperative organizations and dragon like enterprises with good condition in terms of policy and environment, try to develop the diversified extension centers. Thirdly, we must fully bring the market mechanism into play the basic role in the course of agri-extension resources disposition, and lessen the administrative subsidiary relations and order controlled service, and to strengthen and idealize the economic relations among the related organizations. Fourthly, we must improve the approach of popularization, try to implement the theme based system in extension service, to consummate the charted way in technical extension service, and enhance the financial support to extension service and the training of farmers and technicians. Fifthly, we must set up the agri-technological market, and realize the provision of agri-technology by marketing approach. Sixthly, we must put great importance to the negative impact of agri-technology extension service, and establish monitoring and evaluation system of agri- technology extension service step by step. |
