Study On Evaluation And Optimization Of "Northwest A&F University Model"—Under The System Of Onemain Multiple Agro-tech Extension

The central No.1 document put forward the strategy of Rural Revitalization,it indicates that China's agricultural development has entered a new historical period.Thriving industries,livable ecology,civilized rural areas,effective governance and affluent life,the guideline points out the direction for the development of agricultural extension work and puts forward new requirements.At present,China's agricultural technology promotion system is in a period of drastic change,and there is a new situation has emerged,one main multiple agro-tech extension system has taken shape.China's current agricultural technology promotion system is in a period of drastic change.One main multiple agro-tech extension situation has emerged.There is a mutual phenomenon various agro-tech extension systems are interwoven,and develop in concert.But there are problems.The communication between the systems is not smooth,and loose fit.Cooperation between different systems is immature.After long-term practice and exploration,we have formed the agricultural science and technology promotion model,and it calls Northwest A&F University Model.It has played an important role in promoting the development of local agriculture and increasing farmers' income and rural prosperity.At present,it has become an important part of shaanxi and even China's agricultural technology promotion system.Relevant ministries and commissions of the state summed up the experience of this practice and decided to promote it.Construction plan of new rural development institute was proposed and extended to 39 universities across the country.Through the promotion of Major trials of agricultural technology extension services plan,the author tries to combine this mode with the grass-roots agricultural technology promotion system of the basic institutions.Northwest A&F University has also taken part in both plan,and through the implementation of this work accumulated some experience,found some problems.This paper takes three development stages of Northwest A&F University Model as the research object.This paper starts from analyzing the characteristics of various promotion modes under the one-dimensional main agricultural technology promotion system,and systematically summarizes and analyzes the effects and shortcomings of the three development stages of the western agriculture mode.At the same time,the author referred to the current practices and results of other colleges and universities in China and put forward some ideas and Suggestions for optimizing Northwest A&F University Model.The author thinks that,under the constraints of the institutional arrangements,the agricultural colleges and universities to promote work is market demand for development in the national goal is consistent with the farmers orientation circumstances demand,there are structural contradiction between the participation main body is unable to solve,this will force colleges and universities to promote the work in a subordinate position.In order to solve this problem to optimize the university marketing model requires to meet national development target itself Market demand and farmers orientation requirements from internal innovation system on the basis of the mechanism,strengthen the synergy to expand the policy space outside the school,introduce market-oriented operation mechanism.
