The Research Of Client's Requirement Identifying On The Large EPC Project

With economic development and the new project model introduced into China, more and more project clients use EPC contract model. In this model, the main contractor completes all the process of project including engineering, procurement and construction. The EPC contract model is management thinking in the construction industry which the managers vigorously promote and the gradual introduce, especially foreign construction industry managers, such as the United States, Australia, and England. However, in the effects of our construction practical application, the client's requirements are not clearly identified, resulting in project variation and budget exceeded. And in China, the client's requirement identifying has not introduced into construction management as a method to improve the performance of whole project. Also, related research abroad is more empirical research reached the corresponding height far away from us. Accordingly, by the perspective of main contractor and the actual integration of our EPC projects, a requirement identification process model is established from initial design to the project completion. On the basis of requirement identification and value engineering, the three phases of bidding, detailed design and project implementation requirement identification process are established. Using CEO-EIM models, QFD tools and WBS methodologies, collecting and identifying the project client's requirement, taking the bidding decision in a clear understanding of the client's requirement and using value analyst, after winning the project, the client's requirement gradually changing into the guidance requirements and quality standards in project implementation by a detailed step and qualitative requirements feedback mechanisms, in this way, we will ensure both quality and quantity to the completion of the project, better meet the needs of owners, and enhance the satisfaction of project stakeholder surveys.
