With changes of the operating methods in the bank industry, the disintermediation becomes more and more popular in the financing modes of large-scale enterprises. At present, there is a fierce competition among different banks. They are making efforts to change their former operating principles and loan the funds not only to the large-scale but also the small and middle-scale enterprises. Therefore, one of their most important strategic adjustments is to attract more small and middle-scale enterprises. It has great significance for the sustainable development of the bank industry to offer much more bank loan to them in the precondition of the controllable risk. At the same time, it's also quite important to adjust and optimize the structure of credit capital.The function of the small and middle-scale enterprises is irreplaceable in providing job position, creating demands and promoting the national economy growth continuously and steadily. Also the future economic development depends greatly on them. However one of the greatest difficulties for them is the shortage of operation capital. It's hard for them to get loans from the banks. And nowadays this problem has become the bottleneck, which prevents them from developing furthermore. It is investigated that 81 percent of them are lack of floating capital, not to say the middle and long-term loans. But the banks are not willing to offer loans to them because they think that most small and middle-scale enterprises are not be able to provide adequate information and their bad debts ratio is comparably higher. In addition, the loan quantities they need are often smaller which usually incur a comparably higher managing cost. Therefore the relative banks have to take great burdens. The banks should make efforts to help the small and middle-scale enterprises alleviate the pressure of their financing. The key issues which should be concerned by both the banks and the enterprises are as followings: solving the information dissymmetry, improving the quality of the credit, strengthening the loans, adjusting the structure of credit capital, creating the new platform of pursuing reasonable benefits and realizing the co-winning outcome.The current situation and problems which exist in China Merchants Bank Jinan Branch are analyzed in detail in this thesis theoretically and practically. Besides the causes of the banks unwilling to take loan to small and middle-scale enterprises are summarized and the corresponding credit modes are designed. It expects that the small and middle-scale enterprises can draw lessons from this thesis in solving their loan problems.
