According to the rules of WTO, with the end of the transition period of entering WTO, our banking industry is open to the outside world overall, which makes the competition between banks much fiercer, and it is disadvantageous to the city commercial banks in China. From the Foundation of city commercial banks, they were limited to the local city where they were and couldn't operate across the region. The paper introduces the origin, characters, role, and existing problems of city commercial banks at first, points out the shortcomings of city limit, and goes the concept of regionalization development.Through the explanation of modes of regionalization development at present, the paper introduces the real state of regionalization development of city commercial banks. From the angles of necessity and feasibility, the paper indicates the trend of developing across the region, and on the basis of momentum, preconditions, strategic orientation, strategic objective, combining with real case, points out that the modes of regionalization development of city commercial banks are variable to banks who will take the different strategies, and attention should be paid to avoid risks. Finally, the paper gives some operable advices on strategic measures and strategic guarantees, as well as the possible difficulties and obstacles to regionalization development.The paper indicates that the imbalance in development among the city commercial banks will lead to a situation in which banks may develop to a different extent respectively. No matter which mode they choose, initiative or passive, finally will go with the current of regionalization development of the integral city commercial banks.
