It is an intensive way for solving the problems of crowded shiplock to strengthen its management and efficiency of Running & Scheduling.Based on the statistic analyzing of the 54 shiplocks which are in the charge of the Waterway Department of Jiangsu province, problems existed both in the hardware and software are pointed out. Focused on the single line shiplock, the rules for ships' queuing and the order of the ships passing through the shiplocks are designed according to the process of the shiplocks' Running & Scheduling. Ships are divided into four types which are extremely large-sized, large-sized , medium-sized and small-sized and they should queue in different lines according to their types. And the definition of "Waiting time limit" is proposed. After that, both dynamic model and static model are designed for the single line shiplock to optimize its Running & Scheduling. The dynamic model is to optimize the Running & Scheduling according to each lockage. When the combination scheme is proposed, the ships waiting currently will be regulated dynamically according to the ships arrived. And the combination scheme will be proposed according to the new waiting queue. The static model is to optimize the Running & Scheduling according to each period of time. 24hours are divided into many periods based on the density of the ships, the optimized combination scheme is proposed at the end of each period according to the gathering of the ships.Finally, the dynamic model is put into practice according to the data of a certain period of time in Taizhou Shiplock (a single-line shiplock), and the result shows that after optimization, the average utilization of the chambers , the average waiting time to the waiting ships and the total lockage are all improved to some extent, and the efficiency of the shiplocks running and scheduling is enhanced.
