The Building Of Socialist New Rural Areas And The Transformation Of The Functions Of The Governments At The Grass-roots Level

Building Socialist New Rural Areas is a new concept forwarded by The Central CPC during the Eleventh-Five-Year Period, which is a big and complicated system project involving wide range of fields including politics, economy, culture, society and the Party construction. The governments at the grass-roots level are the dominant participants in building Socialist New Rural Areas. As the most basic local administrative organizations in our country, the governments at the grass-roots level directly face the vast rural areas. Therefore, it is of great realistic significance for smoothly promoting the building of Socialist New Rural Areas to further and deeply study the transformation of the functions of the governments at the grass-roots level. This paper aims at putting the concept of the transformation of the functions of the governments at the grass-roots level into the specific background of building the Socialist New Rural Areas, giving a detailed analysis of its functions, and probing into the general role boundaries of the governments at the grass-roots level in the building of the Socialist New Rural Areas and the conditions to assure the realization of its functions. The paper is comprised of three parts, which are as follows.Part 1, a brief analysis is provided in some respects of building the Socialist New Rural Areas such as background, significance, characteristics, samples, modes; also, a detailed analysis is given on the positioning of the functions of the governments at the grass-roots level in four aspects.Part 2, an analysis on the current difficult situations confronting the governments at the grass-roots level in building the Socialist New Rural Areas; and basing on this, the general solution is forwarded to realize the transformation of the functions of the governments at the grass-roots level especially the ones in the vast developing (not developed enough) areas.Part 3, a detailed analysis is provided on the conditions to assure the transformation of the functions of the governments at the grass-roots level in building the Socialist New Rural Areas, basing upon the two respects– the factor that should be grasped by the basic governments themselves and the related outer surroundings.
