A Study On Strategic Allocation Based On The Core Resource Of Daqing Oilfield Venture Group

Daqing Oilfield Venture Group(DOVG)is one of the Daqing Petroleum Administration(DPA)enterprises ,—the diversification corporation of DPA. DOVG owns 6 specialized corporations, 14 industry corporations and 319 corporate entities. Many problems are in existence of many corporate entities, for example, The property right is not very clear, labor relation is very complex and management hierarchy is too overplus. So that the corporation resources are too difficult to be concentrate, the core competency is not strengten.Under the hypothesis that the implementation of strategies is in nature an organic of enterprise resources, in accordance with a certain arrangement, firstly the concepts of resources, enterprise resources and enterprise core resources are discussed and classified. Secondly, The enterprise, as a special field of the whole allocation of social resources, allocates its resources in its own way by internal administrative instructions, which is different from the market mechanism. For common repetitive production and management, resource allocation is based on techniques, institutions and enterprise culture. On the other hand, for significant, innovative and especially strategic activities, resource allocation is always performed directly by entrepreneurs. Common principles and procedure are presented to constitute enterprise strategies based on the core strategic resource.The resource of DOVG is analyzed by SWOT, The core resource of DOVG is established, Internal environment and external environment of DOVG are precisely analyzed by SWOT, give out development strategy of DOVG. Based solely on removing corporate entities, the strategy to allocate the core resource of DOVG is completed by logging off, selling out and going broke. Based on dynamic resource view, cultivating and accumulating the core resource of DOVG, coming into being the core competence of the corporation.
