Business Process Reengineering (BPR) is a revolution of management theory, Ithas been great regarded by both management field and enterprise field. BPR emphasizethe Business Process is center of Enterprise, to make the best use of modern informationtechnology and make a ultimate introspection to the Business Process which has existed,The aim is to gain great leap of Process achievement. The core of BPR is BusinessProcess optimization, but it is too complex to hold only base on people. BPR need theadvanced flow-modeling and analysis method to describe , analyze and estimatework-flow. Now there are many effective modeling-methods and tools. But mostmethod can not directly use the optimized model to control and manage the flow, Themodeling and analysis are broken away from Process implement. The traditionalinformation management tool is short of flexibility, it is too hard to reflect dynamic ofProcess. The workflow technology is consist of Process modeling, model analysis,model execution and model maintenance, it can improve all the shortage.Workflow-management system can support Business Process Reengineering, it cananalyze and appraise the performance of Process. The workflow management is aefficiency method for the Process management so far.Aim at the port information system, make flow4j-workflow management integrate with Struts framework, use hibernate technology as data layer, finally put forward a five-layer web application framework. The new framework can meet the need of BPR, it can take full advantage of all the technical advantages and achieve multi-level, modular, extensible and easy to transplant and strong independence.At last this thesis discusses how to using this general model of the workflow to realize the port information system rebuild. In response to user needs, Realize the change from port information system to workflow management system. At the same time the feasibility of this general model also is tested.
