The Study On Planning And Set-choosing Of Logistics Zones In China

The 21^st century is a time of logistics. The industry of logistics which promotes the development of economy in a more and more obvious way plays a very important role in modem society and the situation is identified by countries and regions all over the world. Therefore, the construction of logistics fundamental installments has attracted more attention than ever before, for example, the building of logistics zones. At present, the majority of cities in China have their own developing plans of logistics zones which spring up like mushrooms. There are hundreds of logistics bases and logistics zones under building or to be built all over China. However, like all the other novelties, the zones in China are still not mature enough due to their late starting while problems exist everywhere, that is, the planning and constructing of logistics zones are not scientific or rational enough and the phenomenon of wasting resources takes place frequently, which asks for the guiding of relevant theories. However, the theories on this subject are not so perfect that further theoretical investigations become extremely essential. The article adopts the methods of survey, comparative analysis, classificatory analysis, induction, and summarizes the analyzed achievements. Firstly, the author analyzes the background of this research, and then discusses the basic theories of the planning of logistics zones. Secondly, a theoretical generalization is supplied on the rules, contents, and scales of modern logistics zone planning; the interior present situation and problems in planning and constructing logistics zone are analyzed; the author also sums up some valuable experiences from some interior and exterior successful cases. Thirdly, an investigation on the set-choosing of logistics zones is carried out, and some innovative ideas on the application of set-choosing models are introduced, the focus of which is the GRNN model. Finally, the author offers some suggestions on the present problems in planning logistics zones and on the future development of the logistics zones in China. The GRNN Model mentioned here also applies to the other set-choosing subjects.
