The Applied Research Of The ISO9000 Series Quantity Management Standard In The Tax Administration Organization

The ISO9000 series standard has caused the global effect since 1987, and many business enterprises have made use of in succession. In recent years, the ISO9000 series quantity management standard has been a kind of management tool by the domestic and international government organ. For long time, the tax administration organization has paid attention to the result of management but neglected the process of management. It caused the management and the behavior without the standards. So raising the level of the tax administration management has become the urgent matter.First the thesis introduced the creation and developments of the ISO9000 series standard. Then it clarified the ISO9000 series standard already turned into 2000 versions. Its characteristic is the process management. Immediately the thesis carried on the analysis to 2000 versions management principles of the version ISO9000 standards, indicating the tax administration organization present condition and problem. Then the thesis pointed out that it is possible and necessary to the tax administration organization ducting the ISO9000 series quantity management standard. Then the author set up six stages of the system: preparation, the system plan, writing the document, the system circulated and improved, quantity management system attestation, system maintenance. Then the author has analyzed the management system of the tax administration organization and solved four difficult problems. At last, the thesis introduced the establishment and the result of the ISO9000 series quantity management system in Nanjing Local Tax Bureau.
