Electronic Commerce becomes important growing tendency for information age with development of information technology and internet. Because of hysteresis quality and expensive logistic expense via traditional payment method, electronic payment is the key point of electronic commerce, and it is the developing foundation also. As payment center, banks cannot provide service of direct remittance through internet for both transaction sides, then third-party payment emerge accordingly.The all except for bank payment has been called as third-party payment. Different payment channel have different kinds of payment methods, and we regard it whose main business is payment via internet as Third-Party Internet Payment Agency. By cooperate with business and banks, the profit comes from handling charge when provide service of transaction agency and charging virtual account. As a new industry, it is increasing rapidly, at the same time, there is blank area of legislation. Price competition turns hot in the industry, as more than 50 Agencys have been set up and start to compete at one time. Customers can enjoy the convenience payment, in the meantime customers always query to their operation model, the more concerning should be safety of customer's money after all.Third-party internet payment Agency has exchange to financial company from technology company as they have settling up business of payment, it need be supervised by government department. Currently, there are lots of non-standard situation in the industry indeed: how to keep depositing funds, the withdrawal of credit card, money laundering and abuse of virtual account etc..
