Higher education influences the development of human resources and scientific and technological development, as it leads to the country and the nation's long-term development strategy. It has become an important means for developed country to continue to develop and developing countries to achieve developments. The nature of Quasi-public goods decides that government is an indispensable and important role in the allocation of resources for higher education .It is reflected mainly by the basic model which is embodied in the distribution and allocation of higher education financial activities. Therefore, it is an unshirkable responsibility for governments to promote the reform of higher education finance by timely adjusting the function and policy tools of higher education finance. Although the level of economic development, political and economic system and tradition of higher education are different, higher education finance and management reform pattern of economy-oriental countries are similar .It will provide an excellent financial reference for China higher education's further reforms. In this context, based on China's specific national conditions, from the mature economy-oriental countries'higher education finance and management experience, establishing the framework of higher education fiscal reform which is based on the framework of public finance has many advantages. The advantages are: improving higher education financial system; playing a special role for financial funds and policies in the promoting China with science and technology education, the strengthening China with talented person ; further promoting the development of higher education and the country's competitiveness which is undoubtedly important and urgent.
