Study On Domestic Civil Airport Financing Model

Civil airport is the important field of infrastructure investment and financing. Its capital cost is huge, its capital payback period is long, and its influence to civil aviation industry and the region economy is profound. So financing is always a primary issue of global airport industry. Especially since the 1990's, as the rapid expansion of airport financing gap, many country have been exploring the way to improve airport financing model.China has formed the airport network system which covers the whole country initially. But the certain disparity of the civil airport construction has exited between the developed country and our country. At the same time, along with the huge development potential of civil aviation in China, the air transport volume will increase sharply. Thus,to improve the quantity, scale and standard of airport construction, there will be a more urgent demand to the airport construction fund. How to improve the airport financing model to meet the airport financing need, to strengthen the airport self- survival and the development ability, and to lay the foundation for the sustainable operation of the whole air transport system, is a problem that has to be studied and solved urgently.Based on public economics, transportation economics, infrastructure financing theory and project financing theory, this thesis studied systematically the elementary principle of airport financing.Then take it as the instruction, by way of comparison, this thesis analyzed the characteristic of civil airport financing model in the foreign countries, such as UK, US and Japan, and also analyzed the evolution, the present situation and the problems of domestic civil airport financing model. Based on above analysis, in combination with our national circumstances, and assimilating foreign experience, this thesis designed the object financing model which is suitable for domestic civil airport. Finally this thesis proposed some feasible optimized measures to promote existing financing model to the object financing model.The result provides relevant reference for improving the domestic airport financing system.
