The total life cycle cost (TLCC) management studies the lowest cost management of the equipment and system in the foundation of the reliable request. It is the lowest cost decision-making management model about the electrical power system of the total life cycle cost management.The core of this paper is TLCC, which based on the value chain. Through the analysis of power equipment plan design in the entire value chain, this paper establishes the cost management model of the purchase, installment, movement maintenance, and abandonment recycling. The object of this paper is to make the best total life cycle cost in the guarantee equipment reliability and the economic life, premising the related decision-making.This paper research has the positive significance in the electric power enterprise's long-term development and how to make the entire social resources reasonably disposed by the marketability condition. In particular current, electric power scarce and electrical power system frequently overloading operations make the TLCC more and more important.
