Research On Design Ministry Of Railway's Public Servant Performance Index

As a special department which has both governmental and enterprise function, the Ministry of Railway takes on the duty that ensuring the safety and efficiency of the social transportation. While meeting the safety and fast development of the railway industry, the Ministry of Railway also faces the competition from highway and civil aviation. In future, a new round of the construction will be implemented while the implemented. As an important factor, the working ability and performance of the public servant is a core factor to ensure the accomplishment of the new mission. The public servant running system is an important way to inspire the ability and performance of the servant group. So it is an essential problem that build a public servant performance system now.The paper systematically analyses foreign performance factor and unites domestic laws and regulations. Based on the analysis of the public servant exam history and other related data, 14 exam indexes have been selected. The new performance index system is also refined on the basis of the analyzing the affect of the index on difference positions. The first part of the paper introduces the research object, significance and main planning. The second part gives a definition of the public servant performance, and explains the fundament of the public servant performance. The third part gives a brief introduction of the foreign exam index and the inspiration from our public servant development. The forth part shows the problem and its reason of the existing performance system. The fifth part bases on suggestion from experts on human resource management and principals who take charge of the Ministry of Railway performance and than design a piece of questionnaire. Using discrete trend analysis and factor analysis and so on to find the main impact factors which is useful to public servant of Ministry of Railway I design the performance index. Form the design of the new Ministry of Railway servant performance index system, and gives a guideline of this new system.
