The Development Of Joint Railway And The Reform Of China Railway System

In the background of the railway development by leaps and bounds, the joint railway has become an important carrier of the future railway development. However, the development of joint rail is not smooth. Many provisions aimed at attracting investment in railway construction have been issued, but an expected upsurge in the building is not set off .This paper is based on this reality, and point out the joint's problems that exist from the railway system and its causes. Railway should not be strictly rate on rate because of its unnatural monopoly; The quasi-public goods attribution determine the relationship of state and railway, and the functions of local governments and private capital investing railways. It is needed of active institution provided by the government to stimulate main body's passion for investing railway. This article holds this kind of perspective: the problem of joint railway should be solved from three aspects, that is, reshaping the relationships of state between railway and the government between railway transportation enterprises and reconstructing enterprises provided with modern enterprise system. The article further pointed out major measures to promote the development of joint railway.
