| In recent years, international construction companies mushrooming and increasingly strong market competition together leave many domestic companies with no option but to expand their businesses into overseas markets that are fraught with high risks. China Railway Electrification Bureau (Group) Co., Ltd-author's employer, made the first attempt during Sep. 1997~Nov. 2004 to adopt project risk management system in the execution of Hong Kong west railway electrification project. This dissertation centers around the said project, analyzing and assessing its risks involved in different periods, and then put forward some risk handling and exploiting measures.Given the fact that overseas projects are predominantly implemented on the basis of EPC (Engineering, Procurement, Construction) under the framework of FIDIC terms and conditions, Section One of the dissertation introduces risk management events and objectives of Hong Kong west railway electrification project according to the key breakdowns prone to risks during the project execution. Section Two focuses on the analysis and assessment of potential risks in accordance with Hong Kong society, laws and regulations, sites and the contractor's conditions. Section Three generally presents risk analyzing, evaluating, and handling ways in the process of contract review and related quotation, and then unveils risk analysis method based on Hong Kong west railway electrification project. Section Four analyses, assesses the risks potentially existing in whole project life cycle such as design, procurement, construction, subcontracting and so on by taking Hong Kong project as example, and then put forward relevant handling measures. Section Five introduces the claims, dispute and arbitration, insurance etc. of this project, as well as some risk handling measures for other aspects of a project. Final Section summarizes the results of project risk management, and then sets forth some topics that deserve further study and betterment. |
