Research On Function Of Government And Application Of BOT About Water Supply Project In Town

Along with the economical development and urbanized process, more and more demand of water conservation projects merge in recent years, government also pay more attention to it. Since the national water conservation industry has preserved high investment growth, obtained certain result in flood prevention security, water supply security and energy supply, there is a big gap in the investment fund, therefore how to solve water problem is an extremely urgent question.According to present management system, the primary service of water supply industry is owned by the local authority's enterprise. The government is not only the policy-maker and the supervisor, but also the actual operator. At present the whole industry is still in loss. Now in big and media-sized cities, the water supply and the sewage treatment enterprise are requested to reform as soon as possible, to separate government administration from enterprise management. Under this condition, the private capital and the foreign capital become an extremely ideal source, so an important kind of financing patterns - - BOT gets more attention. Although the BOT pattern has already been developed about 20 years in our country, we still get behind in project scale, management level, implementation and understanding, compared with other countries, obviously in government's management. Most scholars view from the investor or the company, very few on government's function in the projects and the work flow. By analyzing all kinds of BOT project, this article discusses the function the government should undertake and its work flow in BOT project of the water supply enterprise.The first chapter expatiates the background, the goal and the research significance, shows the research method and the technical route, determines the main research mentality: One is to summarize its work flow and the function from government's angle; the other is to analyze the chartered right deadline determination and the operation supervision using the game theory.The second chapter introduces related definitions and the characteristics of the BOT financing pattern, summarizes lesson in other countries, as well as history and development situation in our country.The BOT projects have time definition, therefore have certain work flow inevitably. The third chapter summarizes the general work flow, including four stages (preliminary construction stage, construction stage, operation stage and transfer stage) and seven steps (project study out, invite public bidding ,choose, development, construction, operation and turns over). At the same time, three key factors in the BOT project implementation are refined in the third chapter.The fourth chapter introduces the present situation of water supply, analyzes all kinds of financing patterns, and proposes the feasibility and the superiority of the BOT project in the water supply project.At present, a hurdle to BOT development is that most researches is from the investor or project angle, very few on government ---the BOT project main participator, so the fifth chapter analyzes the work flow from government's angle,and analyzes the operation supervision using the game theory.The sixth chapter mainly explains the Concession period in the BOT project implementation, analyzes the right Concession period's determination using related game theory.Finally is the concluding remark, refines the main conclusion, and gives a brief discussion to the further research.
