Research On Risk Management Of Agency In Large-Scale Government Projects

The researches, either the theory of risk management of the agent or the study of how to control it in practice, are still very poor in China today. However, more and more facts proved that the risk management was vitally important to modern enterprises except for the financial status of them. From the agent view, effective risk management can help to reduce cost, bring more profit and promote the decision quality of weighty matters inside the company, as well as helping to earn better reputation, establish the partnership between the client and the agent, and promote the performance of government project outside the company. So it is expected in this article to give the corresponding countermeasures for the agent, which intends to resolve the problems and risks that the agent faced up during the project-implementing process.It is based on agent view to research in this article, which is under the background of the city highway construction in H city. In the chapter II, the theory of risk management for large-scale projects is generally discussed, including defining the conception of risk analysis , risk control. Tools for risk management in large-scale projects are also discussed in this chapter.And the third chapter is the main part of this dissertation. The agent risks in large-scale project have been identified, qualitatively analyzed and quantitatively analyzed according to different phases in life-cycle of the project. The RBS has been given in every phase and the main risks have been calculated. In the end part of this chapter, the chart of orders of the main risks has been calculated and classified in order to give a reference for the agent.In the chapter IV, the theory of stakeholder and integration are used to set up the model of risk management for the agent in large-scale government project. This model can be realized though the pattern given consequently, which adopted the tool of project program and PMO.In the chapter V and chapter VI, this paper has a demonstration study through the case of agent company A. The conclusion and prospect of the whole dissertation has been given in the end.In conclusion, this article gives the framework of risk analysis and risk control for agent in large-scale government projects. The framework can also help to analyze and resolve some problems coming from factual works, which will prove it feasible and necessary to the risk management for the agent in China.
