Taking the emergence of the logistics industry and the third-generation ports as the background, looking from the perspective of research personnel of government institutions and through analyzing the overall current situation of logistics development in China and studying the present situation of Shanghai port logistics development, this thesis reveals the specific characteristics of port logistics development, points out the necessity and importance of strengthening the research on government administration of Shanghai port logistics development and puts forward some policy-related suggestions.Chapter I is Introduction, which mainly introduces the background of topic selection, research method and significance of the selected topic. Chapter II is The Theoretical Research Correlated with the Selected Topic, which, in light of the theory learned, discusses one by one the theories on port logistics, port operations, market malfunctioning, government role and natural monopoly. Chapter III is The Present Situation of Shanghai Port Logistics Development and the Existing Problems, which, through researches on the present situation of port logistics development at home and abroad as well as in Shanghai, analyses the existing problems of Shanghai port logistics development and their causes. Chapter IV is The Role that the Government Should Play in the Port Logistics Development, which reviews and elaborates five aspects, namely, improving public service through transforming government functions, intensifying government role in promoting port logistics development, promoting port logistics development by breaking with traditional management concepts, strengthening cargo security administration in logistics and using for reference the experience of other countries in landlord port administrative mode, and also puts forward concrete policies and plans for implementing landlord port mode in Shanghai. Chapter V is Conclusions, which is a summary of eight aspects.
