The economics of regulation theories mainly focuses on the government how to regulate the microeconomic conduct of natural monopoly industries in the market economic system. The telecommunication regulation reform is one of the most active researching topics in the field of Industrial Economics. According to the monopoly of telecommunication industry, the universality of telecommunication service and the competition among operators, telecommunication regulation indicates that the government undertakes direct supervision for enterprise actions as well as telecommunication market structure in the way of administration and economy. Telecommunication regulation aims at raising the efficiency of allocating telecommunication infrastructure and meeting the requirement of the public for telecommunication services. The action of telecommunication enterprises must be under necessary restriction in order to be in the interest of public.With rapid development of modern telecommunication technology, telecommunication industry has experienced from monopoly to competition. Correspondingly, developed countries are carrying out telecommunication regulatory reform mainly with releasing regulations and promoting competition. As the forerunner of natural monopoly regulation reformation, the Chinese telecommunication monopolization has been broken down followed by a series disassembly and recombination.
