On State-owned Enterprises Introducing Strategic Investors

After more than 20 years, the state-owned enterprises'reform has entered a crucial stage. With the gradual deepening of the reform, the reform methods have gradually broken down the traditional ones. The big turning point takes place in the foreign-funded state-owned enterprises from restricting foreign participation in relatively conservative attitude to encouraging foreign strategic investors'participation. At present, there are a number of state-owned enterprises have been succeed in introducing strategic investors, and it has achieved initial success.Based on the definite definition of strategic investors, the thesis has displayed how the introduction of the strategic investors will influence the reform of state-owned enterprises in China positively, mainly by three aspects: viability, the upgrading of technology and the corporate governance. First, the introduction of strategic investors means to introduce cheaper capital, and will enhance the structure of the Factor Endowment, sequentially it will help improve the viability of state-owned enterprises; Secondly, the introduction of strategic investors will not only provide the supports of the funds, but also be helpful to the technology innovation based on the technology introduction, thereby it will help promote the upgrading of China's state-owned enterprises'technology; Third, the introduction of strategic investors of state-owned enterprises will not only be helpful to solve the problems on the inspire system, but also solve the problems on the lack of the supervision, thereby it will be conducive to enhancing our capacity for governance.In order to introduce the strategic investors more efficiently, there are several strategies can be considered: Based on the own disadvantages, introducing the strategic investors really needed; Perfecting the necessary service and the safeguard of the legitimate rights and interests, Fully exerting the strategic investor's impetus effect; Innovating the introduction ways and strategies, promoting the enterprises'core competitive power; Perfecting the corporate governance of the enterprise, and cultivating a number of potential project carriers.
