The production system holds the extremely important influence on production capability of manufacture enterprises. The advanced manufacturing technology and management methods which are used to improve the production capacity, the production efficiency and the capacity to respond the market swiftly are becoming the important means to enhance the competition force of enterprises. Competition is becoming more and more drastically in the opened market environment, which makes the promotion of production system and the further increase of volume flexibility are turning into urgent affairs.In the uncertainty external environment, volume flexibility can help the enterprise to transform fast between different products, or increase or reduce rapidly the output of a kind of product. Therefore, the profound understanding connotation of volume flexibility, researching capacity constitution and measure method of volume flexibility, which have important theory significance and actual value to raise equipment utilization rate, to reduce product manufacture cycle and to reduce the cost of enterprises especially multi-variety small batch enterprises.Based on the vestee enterprises, the paper has analyzed production capability of equipments and delegate productions, and has discussed the measurement and main methods of enhancing volume flexibility. In view of production questions of the vestee enterprises, it has proposed volume flexibility variable, then an aggregate production planning model to minimize production cost, stock cost and flexibility cost is proposed. Taking a vestee enterprise as an example, the model which has established is soluted and optimized with genetic algorithm theory and GAOT functions. The model and the algorithm are confirmed to be feasible and valid through actual data of the vestee enterprise.
