Since free trade and international trade rules are developed rapidly, tariff-barriers have been reduced in a large scale. Maybe as a"counter-effect", anti-dumping (AD) presents in the essence of trade protectionism instrument and flourishes worldwide as a non-tariff-barrier, from which China is one of the most seriously harmed countries. Therefore, the topics on anti-dumping and the elusion from antidumping become the focus of both the international and domestic studies on economics within China.As antidumping changed into the tool of trade protectionism and trade-retaliating. Antidumping tax was used extensively by every country as the main antidumping way, increasing the importing price to limit importation. The side of antidumping has gradually prone to protect the native industry on the collection of antidumping tax. In the same time often damages domestic consumers'welfare. And what's more, the damage of consumers'welfare is often more than the protecting effect which antidumping tax dose to their own economy, the decrease of whole country's welfare because of the decrease of people welfare. Through the research on the effect of antidumping tax . We can let the side of anti-dumping pay attention to the gain and loss of the whole country'welfare, and protect the native industry, at the same time concerns increase consumer's welfare.Antidumping tax should serve for developing domestic economy, raising the whole country's welfare, while is not limited in protesting the competition industries for importing. As a result of this, using antidumping tax more carefully and judging their economies'rationality are the problem worthy of more researches for every country. Therefore, the scientific define and the appropriate collection of the antidumping tax must be seriously studied to achieve the ideal expecting effect, which is neither the decrease of customers' surplus is more than that of productive protection nor less than, but equal that is namely welfare balance.
