In the process of medium organizations participating in the supervision and management of the state-owned property , medium organizations can't put its initiative into full play and together with its abnormal employment mechanism, it constitutes a serious problems concerning the loss of the state-owned property. However, research on it in our country still remains blank especially at the theoretical level. There lacks detailed norm to this in the law, and the operability and possibilities are even worse. Although various investigations have been conducted in many places, effective methods have not been put forward.We can't put medium organizations away from participating in the supervision and management of the state-owned property due to its deficiencies in its functions. In fact, an investigation and analysis of the laws and evidences can surely reveal the importance of the medium organizations involving in the supervision and management of the state-owned properties.In order to regulate the behavior of medium organizations participating in the supervision and management of the state-owned property, we should make clear the possible negative functions and their reasons. This thesis points out that, as the agent, medium organizations may arouse entrusting problems and moral risks in the process of participating in the supervision and management of the state-owned property which lie in the following two aspects. One is sell cheap the under-estimates, resulting in the loss of the state-owned property. The other is malicious conspiring ,whish lead to corruption. Under the current system of combining management and uses, it is more likely to lead the medium organizations and beneficiaries to conspire. To be impartial is contradictory to the profit-earning functions of the medium functions and thus inviting corruptions. Due to the deficient supervisions of the law enforcement, the medium organizations can win a high profit at a low cost in participating in the corruption, it is difficult for the medium organizations to remain neutral.This thesis aims at " the corrupted medium organizations", analyses the human nature of the individual in participating in the supervision and management of the state-owned property, and has put forward the human nature assumption of" dual personality".
