Constructing A Cooperative Government During The Economic Integration Between Xi'an And Xiang Yang

Guanzhong Economic Belt of Shanxi Province is one of the most important areas of National Western Region Development Strategy, while Xi'an and Xianyang are the most vigorous increasing roles of Guanzhong Economic Belt and the bridgehead of National Western Region Development. By the end of 2002 , when the governments of Xi'an and Xianyang came to an agreement to promote Xi-Xian incorporation, they made a series of tries in cooperation mode, fields, breakthrough and so on, which provides good experience for the cooperation among the developing cities in western China. However , during the process of incorporation, more and more obstacles causing by system, conflicts and their own benefits resulted in slowness or logjam of incorporation. So how to quicken the process of incorporation attracts more attention. It becomes more and more important to definitude the orientation of government when the environment of administration and market mechanism is not perfect.Aiming at building a cooperative government between Xi'an and Xianyang for the two cities'economic incorporation, the author, by borrowing the advanced theory and experience of developing regional economy and combining the reality of two cities, brings forward the following four ideas on the basis of the research on the development characteristics, actuality and existing problems of two cities. First, reducing the administrative levels according to the suggestion"provinces administrate counties directly"made by the central government so that administration function can be reasonably established; Secondly, strengthening and carrying out the existing negotiating system between the leaders of two cities; Thirdly, building mutual administrative organizations such as"Environmental Protection Committee of Xi'an and Xianyang Economic Incorporation"and"Transportation Administration Committee of Xi'an and Xianyang Economic Circle"; Fourth, encouraging half-official cooperative organizations to be built between two cites. These ideas provide referenced ideas and suggestions for building a cooperative government between two cities.
