Study On Disposal Of Non-Performing Assets In Tianjin Rural Credit Cooperative

Many rural credit cooperatives including Tianjin rural credit cooperative produced a great deal of non-performing assets because of government's interruption and their poor management for a long time. The large amounts of non-performing assets seriously influence management efficiency of credit cooperatives and development of regional rural economy Therefore, through the research of disposal methods of non-performing assets in Tianjin rural credit cooperative, we hope to realize the aim of enhancing the efficiency, safety and liquidity of cooperatives' assets, and strengthen credit cooperatives' ability to support the development of rural economy.Based on the 4860 samples of the whole loan accounts in Tianjin rural credit cooperative, and together with author's practical working experience and knowledge of the Tianjin rural credit cooperative, the dissertation gets a great deal of fresh information through the door-to-door interviews about the status of the loan use of the borrowers. Combining management theory of the non-performing assets and practice of Tianjin rural credit cooperative, we use survey research, documental and data analysis to get in-depth research of the cause of the current non-performing assets situation. We find that there are four factors which should be responsible for the 125.89 billion non-performing assets, that is, history and policy's influence, poor management of the borrowers, chaotic internal control of the credit, and bad credit environment. Comparing and summarizing the experience of the disposal of the non-performing assets of other rural credit cooperatives, we concerns the rural economic environment of Tianjin and suggests differential disposal methods of the non-performing assets under the independent non-performing asset managing and organizing mode. There are eight effective solutions to solve the existing non-performing assets of Tianjin rural credit cooperative, which include swinging credits, committing right of subrogation, restructuring the credit loans, the broken settlement, the auction sale of the collateral, the recourse of the guarantor, the non-performing assets sale by a bale, and the verification of the bad loans.
