A quality management and integrity will ensure significant achievement and prosperity of the Customs."Maintaining integrity of Customs officers to effectively and efficiently safeguard the cross- boarder movement of goods"is a fundamental requirement which was put forward by the State Council and People around the country. Quality management and integrity is also a prerequisite for fighting against corruption in the Community.On the Forum on Fighting Corruption in 1999, Secretary General of WCO (World Customs Organization) Mr. Danet evinced: the Customs was a very special law enforcement organization among public sector, in which existed many key factors leading to corruption. A wide arrange of powerful administration without effective supervision would generate accessibility to bad integrity and corruption."The judgment has a good relevance to China Customs in the 21st Century. With further implementation of the reform and opening to the outside world policy, the transfer of the economic system, the rapid growth of national economy, organization and staff of the Customs have been increasing and changing by a high rate. In the meanwhile, the development of legislation and social environment, the current status of the administration and Customs procedures are, to some extent, not compatible with the new trend existing and developing with a rapid growth of global trade. The Customs is greatly shaped by organizational deficit and inefficient administrative management that the capacity of the anti-smuggling management was badly deteriorated, which has been the main reason why smuggling could not be deterred in an effective manner from the end of 1980s till now.Though fighting against corruption is a permanent and a common commitment for all law enforcement organizations, corruption incurring to the Customs posed indescrepancy compared with others. The article focuses on nature and causes of corruption in the field of the Customs and analyzes a set of counter measures so that it provides a platform for a further and deeper discussion of the establishment and development of an effective and efficient anti-corruption system concerning the Customs Administration.
