Research On The Countermeasures Of Promoting Trade Facilitation By The Construction Of Large Customs Clearance At Yunnan Ports

Ports are the gateway of the country and the checkpoints for foreign exchanges.Yunnan's ports are unique in their location.In the era of integrating into the national " the Belt and Road" strategy and building a radiation center facing south Asia and Southeast Asia,we will usher in a major development opportunity.However,the poor infrastructure,management mechanism is not smooth,customs clearance efficiency is low and other factors,affecting Yunnan's foreign trade facilitation,restricting the development of Yunnan's open economy.Firstly,the paper expounds the relevant concepts and theoretical basis of ports,great customs clearance at ports and trade facilitation,lists the typical customs clearance modes at home and abroad,and sums up the experience that can be used for reference in the construction of great customs clearance at Yunnan's ports and the modes suitable for selection.Then,it evaluates the efficiency of customs clearance at Yunnan's ports,and uses PEST,SWOT and other analytical methods to analyze the environmental factors,favorable conditions and shortcomings of Yunnan's ports in implementing the construction of customs clearance and promoting trade facilitation.Then,it carries out data analysis such as trade facilitation level measurement,and predicts the impact of improving port clearance efficiency on Yunnan's foreign trade in the next five years.Finally,the paper puts forward countermeasures and suggestions from six aspects on speeding up the construction of large-scale customs clearance at Yunnan's ports to better promote the development of trade facilitation.Especially in the aspect of port management and the construction of "single window",the paper proposes to reform the port management system and mechanism,integrate and optimize port management resources,build a "single window" customs platform with the national and international standards,improve the efficiency of port clearance,enhance the level of trade facilitation,and serve the local economic development.
