Study Of The Problems Faced By The Affiliated Enterprises Of Zhengzhou Trading Cooperative In Their System Reform And Countermeasures Against Them

Under the influence of traditional economic planning system and because of the particularity of its history, the affiliated enterprise of a trading cooperative, has been bearing some function of government from their beginning and in a sense are of character of stated-owned enterprise. Along with the establishment of our socialism market economic system and under the drastic impact of market economy, the affiliated enterprise of a trading cooperative got into difficult, many of them are in heavy losses; they began to reform to change the actuality but they got a series of difficulties in the processing of property right system reform due to their particularity. The author analyzed the limitation of the affiliated enterprise from the point of view of property right system; analyzed the malpractice in the management of the affiliated enterprise from the view of management, and tried to find the cause of the current difficult status, the problems in the reform and countermeasures for them through his analyses.This article has four parts. The first part described the phylogeny of the trading cooperative and confirmed its development mode as well as legal status and character. The second part is the focus of the article. The author analyzed the limitation of the affiliated enterprises of a trading cooperative under the traditional system, that is non-clear property right, excessive targets and administration structure of enterprise; analyzed the malpractice in the management of the affiliated enterprises from the view of management, that is error decision, lack of creative and improper use of human resource, and analyzed the cause of low efficiency and bad loss from the two aspects. The third part mostly described the difficulties and key problems in the reform of the enterprises. The fourth part brought forward the countermeasures against the current problems.Through analyses the author thought that the current status was caused mainly by improper system and management, the problem cannot be solved through building modern enterprise property right without changing radically the traditional system and the enterprises are difficult to develop continuously without using modernmanagement, both are related one other. And the author discussed the reform of the affiliated enterprises of a trading cooperative from the point of view and tried to find the right way for reform.
