Research On Application Of Overall Budget Management In Handan Thermal Power Plant Of The State Power Corporation

With the carrying out of reforms in China's power industry, fossil-fueled power plants have to face fair competition with nuclear and water power plants, which are more competitive in costs. Owing to defects in the old power system, fossil-fueled power plants are also lagged far behind those in developed countries. In front with such a serious situation, the only way for our fossil-fueled power plants to survive is to enhance overall budget management to reduce the costs. In this thesis, the influences to fossil-fueled power plants by reforms in power industry are analyzed and effective ways for overall budget management in fossil-fueled power plants are studied through controllable inner management system. The Handan fossil-fueled power plant is taken as an example in introducing the characteristics and steps of an practical design of overall budget management. The feasibility of the design is proved by practical data along with a further discussion in the evaluation of overall budget management.
